Problem
How to have the "untitled design" be open/created in a default
directory

Solution
The default directory goes by the path set by MS_TMP. This
points to the Microstation/tmp directory by default. If you
change this and point this to your project location then it will
then open/create the "untitled design" to that location.
Changing the location of this variable will affect other functions
that rely on it for a default location. All of the .tmp files for
example will then go to your project folder.
