Problem

All levels are greyed out when choosing Global Display in Level
Display dialog.
When I open the Level Display dialog box and try to set the Type
pick-list (at the top) to Global Display, all of the levels listed are
grayed out and cannot be selected.

Solution

If the configuration variable MS_LEVEL_EDIT_ATTRIBUTE_LIST
is defined, only those properties listed will be editable. In this
specific case, the custom workspace was set up so that the property
"GlobalDisplay" was not listed under this variable, thereby preventing
Global Display from being edited.
