new interface dgnlib seed file?
What is used to seed the DGNLIB file created when a new interface is
created at the File Open dialog?

Solution
When you create a new interface from the File Open dialog, MicroStation
uses the seed2d.dgn file located in the "\Workspace\System\Seed
directory to create the new DGNLIB file. If the file or directory is
missing a new DGNLIB file will not be created.
