Problem
Cell not available in Detailing Styles. Set the
MS_DETAILINGSYMBOLS_CELLLIST to a cell library, but the cells are not
available in the cell pull-downs in the Detailing Symbol Styles menu.
Solution
Change model properties of the cell.
1. Open cell library
2. Go to File>Model, select all cell(models)
3. Check on option "Is Annotation Cel", this turns on option to place cell as annotation cell.
