Problem

When doing a save as you would like levels created with the logical name
of the reference file
How to save DGN with reference have those reference merge into the
master DWG file using the logical name for the reference

Solution

When saving DGN files to DWG go to the Save Options.

1.) Go to the General Tab, make sure to check on "Map Logical Names to
XRef Block Names" is turn on.
2.) Go to the Reference tab and set the "Copy Levels During Merge:" to
Always
3.) Make sure that all reference attachments are set to "Merge" to
"Merge to Cell" and save the file

This will create individual levels for each reference level using the
logical name as part of the level name.
