The vertical exaggeration is actually controlled within Civils itself:

1. Select the Profile View and call the context sensitive menu.
2. Select 'Edit Profile View Style…'
3. Consider renaming the Profile View Style under 'Information'.  Otherwise, any changes will be applied to any Profile Views.
4. Review the settings on the 'Graph' tab.  Various combinations will affect the appearance of the profile view but setting the 'Vertical exaggeration' to the required ratio is particularly helpful in this context.  The horizontal scale settings on this tab really relate to the annotations and are derived primarily from the viewport.
5. Apply the changes to the Profile View – you'll see the change in model space.  After a few moments the strips on the profile view will update to reflect the settings.  If this is not the case go to 'Profile | Manage' on the ribbon and rebuild the profile view/s.
