Problem

Unable to create a new file /..../name.*.

Solution

The variable value of MS_DESIGNFILTER had been set to use *.

MS_DESIGNFILTER=*.*.

Because .*  is an invalid Windows extension value it will not create the file 

MS_DESIGNFILTER should be set to a valid extension such as DGN
