Problem
Reference elements are missing in file
After attaching a reference file, none of the elements from the
referenced file can be seen.

Solution
NOTE - changing the Design Model Background Color in the
Workspace>Preferences>View Options does NOT change the Background color
set in the color table.
Go to Level Manager and make sure that the by-level color and the
override color for the level is NOT the same as the background color set
in the color table. Elements will not be seen on the screen if these are
the same.
