MS_RPCDIR does not search for RPC files
When using the Place RPC tool, clicking on the browse icon (magnifying glass) in the Place RPC dialog does not jump to the folder location specified by the variable MS_RPCDIR.
Delete or remove the xml file that stores the location of the rpc cells
This file is called rpcdirectories.xml and is usually stored in the folder pointed to by the variable MS_SETTINGSDIR. MicroStation uses this file to find the location of the RPC's, if this does not exist or it a location has not been stored, then it defaults to MS_RPCDIR. Searching for rpc's can take a long time which is why the file is there.
To make it look in MS_RPCDIR, close MicroStation, find the folder in Windows explorer where rpcdirectories.xml is located, delete rpcdirectories.xml, then MicroStation will search the path specified in MS_RPCDIR.
Manually browsing to another folder containing an RPC and then placing an RPC from that location, means MicroStation will always go back to that folder the next time Place RPC is used until rpcdirectories.xml is deleted. Once it is deleted then it defaults to MS_RPCDIR.
