Question:

Where are the Horizontal and Vertical Element tools?

Answer:

In order to access the Horizontal and Vertical Element tools, they must be adding in to the product.  Go to Tools>Application Add-Ins and toggle on "Horizontal and Vertical Elements Add-In".  Now the tools can be accessed through Geometry>Horizontal Element and Geometry>Vertical Element.
