Question:

How do you control the symbology for the horizontal alignment displayed as a result of the command, Create/Edit Alignment by Cogo Point?

Answer:

The point symbology for Create/Edit Alignment by Cogo Point symbology is controlled by the settings of the preferred preference on the Styles Tab of the View Horizontal Annotation dialog.  The preferred preference itself is defined in Tools > Project Options.
