Question:

What is the difference between a station-base and a station-offset report?

Answer:

In both cases, the offset (distance) is measured from the base alignment/feature to the offset alignment/feature.  It is the stationing measurement that differs.  In a station-base report, stationing is measured along the base alignment.  In a station-offset report, stationing is measured along the offset alignment.
