Question:

How can control points with elevations in a design file, be created or imported as Geometry Cogo?

Answer:

3D points in a design file can be imported as cogo point using File>Import>Geometry.

Place a fence around your desired points to import, and then select File>Import>Geometry. Select the From Geometry tab, and then set Type to Cogo Points. Control points can then be imported with the Use Fence option and then Apply.
