Question:

Attaching a SHP file using Coincident World orientation and the graphics are scaled by 3.28 (meters to feet conversion).  Master units in the DGN file is set to US Survey Foot.
 

Answer:

In the Settings>Design Files Settings, edit the Advanced Settings and set the Resolution units to US Survey Foot as well.  If the units of Resolution are set to Meter, the SHP file attachement will be scaled.
