 Problem

Attribute Data attached to a Block (Cell) in a DWG file on a Frozen Layer is displayed and printed


Solution

Investigating this element in AutoCAD the following showed that this element is part of a Block (Cell in MicroStation terminology).
The Block is placed on a frozen Layer and is therefore not displayed and printed.
By default this text is displayed in MicroStation CONNECT Edition, when it’s NOT displayed in AutoCAD (2015 and 2017) and not in MicroStation V8i (SS 4 and SS3).

How to make MicroStation Connect Edition displays the same as in V8i

Start MicroStation Connect Edition.
Browse to a DWG file.
Right Mouse Click on the DWG file.
Select Options.

 

Under advanced: Enable “Block Attributes as tags”

Save the file as DWG Settings File in a directory of choice:
For Example: C:\Users\<user>\AppData\Local\Bentley\MicroStation\10.0.0\prefs\dwgdata
In a filename like : DWGBlockAttrAsTags.DWS

Now make this DWG settings file is always used in iCS.
In MicroStation – File - Settings – Configuration – Configuration Variables change Variable:

MS_DWGSETTINGSFILE = C:\Users\<user>\AppData\Local\Bentley\MicroStation\10.0.0\prefs\dwgdata\DWGBlockAttrAsTags.DWS
