Question:
Why does a portion of my complex horizontal geometry have no element handlers or manipulators?

Answer:
The portion of the geometry without manipulators or handlers was created from MicroStation graphics. Since MicroStation graphics do not have "rules", there are no manipulators or handlers. If you wish to apply rules to the MicroStation graphics, use the following workflow:
- Drop the complex graphics to individual components by using the Drop Element tool. Make sure that the "Complex" option is toggled on.

- At the prompt, select the complex geometry element you wish to drop.
- To assign rules to MicroStation Graphics, use the Create Civil Rule Feature tool.

- Select the MicroStation graphic elements you wish to rule.
- Reset to accept and complete generating the rules.
- Now the geometry that previously had no handlers or manipulators is ruled, and the handlers and manipulators appear when the element is selected.

- As a final step, you can use the Complex by Elements tool to join the individual horizontal elements back into a complex alignment.
