Where is the Variable Manager command?

Answer:

The Variable Manager is an Application Add-In.  To access this command, you must first add it by going to Tools>Application Add-Ins.

Place an "X" in the check box next to "Variable Manager Add-In".  Click OK. 

Now the Variable Manager is accessible by going to Tools>Variable Manager.
