Question:

When upgrading to SELECTseries 4, do DGNLIBs and seed files have to be upgraded to the new format in that same way that DGN files must be upgraded?

Answer:

It is not necessary to upgrade DGNLIBs (including those containing civil cells) or seed files.  These files will only require the upgrade to the new format if they are opened in SS4 for editing.  Civil cells are automatically upgraded to the SS4 format at the time they are placed in the active DGN.
