What is the purpose of the check boxes next to the Feature Definitions in Project Explorer?

Answer:

The check boxes are an easy way to determine which civil elements are displayed in the model.  For example, if you wish to turn off the display of all the elements with the feature definition "Design_Contours", simply uncheck the box next to that feature definition. Check the box to turn the display back on.
