Problem:

The graphic manipulators are not showing up when civil elements are selected.

Solution:

The reason for this is that the Disable Handles toggle on the Element Selection panel has been selected.

Un-select the Disable Handles toggle on the Element Selection panel and the graphic manipulators for the civil elements will be visible.
