Civil Cells Message: "Cannot Select 3D Element"

Problem:

I receive a message that says "Cannot Select 3D Element" when I attempt to place my civil cell.

Answer:

Civil cells require 2D geometry to place. If you only have 3D geometry, you will need to extract 2D from 3D using the Plan By 3D Element tool.
