Problem Description
When configuring Orchestration Framework to connect to a SQL Express instance that is on a separate server, dbsetup gives a connection error
Solution
The database server had Windows Firewall turned on. We added a program exception for SQL Express, but then had to restart the SQL service and the Firewall for OF to connect to the database
