Where are Scenarios stored?

Answer:

Scenarios are stored in Utility Project in the DGN file.  The DGN files are therefore portable without needing to package additional files other than DGN references. For organizations who want a set of prebuilt scenarios available for their projects at startup you can configure scenarios in the DGN library which contains your hydraulic seed file.
