Problem

Solution

Solution:
The License Management Tool was not run as the Admin so values written to the registry were written to the wrong registry key (hkeyCurrent User). The license needs to go under Hkey Local machine.

Delete the key one under Hkey_Current_User at licensing level, one above 1.1 HKEY_Current User \SOFTWARE\Bentley\Licensing\1.1\Applications - then but run license tool as admin and go thru the activation wizard (or re-import the xml file if using a checked out license) .

It should write a new key to
HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Bentley\Licensing\1.1\Applications\

1023 = caching
1016 = integration
