Problem Description
Trying to open a V7 file. When he selects the file, it checks the references and everything, and then gives an error that says "HR result=80040154. Cannot open file--class not registered."
Solution
Enable legacy integration with MicroStation version J files in PW Administrator > Applications > MicroStation > Action tab > highlight version 7/Ustation J > Populate the radial button for Enable Legacy Integration
