Problem
Opening a MicroStation file from ProjectWise, the managed workspace copies out correctly. If opening MicroStation from the desktop and then open a file (integrated with PW), it uses the local workspace
Solution
In the mcm.cfg, the variable, _MCM_WORKSPACE_LOCK was enabled, which does not allow MCM to change the workspace. disabling that variable resolved the problem
