If the Spatial tab is missing for other accounts than the main ProjectWise account defined at datasource creation, check the datasource settings 'Allow several users to fetch documents to the same location'.

This has been experienced on ProjectWise Administrator + ProjectWise Explorer CONNECT Update 3, after that Spatial extension has been installed for both.
