Insert PI command will not track to cursor

Question:

After creating an alignment using the Add PI command to inset to POB and POE, we attempt to insert a PI to overlay the geometry and build the alignment.  However, when we try to select Geometry > Horizontal Curve Set > Add PI, and select the alignment, the PI is not tracking to add at a specified location.  It is remaining as a solid line.

Answer:

This is occurring because the Point Snap or Element Snap is enabled under Tools > Locks > Snaps.  In this situation, the PI is automatically snapping to the next nearest InRoads "point" (which is the POB of the alignment), therefore it cannot track to the mouse.  Once this lock is disabled, the PI will track t the cursor and the PI can be inserted into the alignment.
