Question:

How can I display rights of way in cross sections?

Answer:

Import the ROW breaklines into a surface as a surface feature.  This can be done with File > Import > Surface command.  It is recommended to toggle on “Exclude from Triangulation” so the ROW doesn’t get triangulated in the surface.  Make sure to "Drape" the ROW onto the existing surface. 

Once the ROW is part of the surface, go to the Update Cross Section command and turn on the ROW breaklines as a Crossing Feature.

Once the features are displayed in the cross sections, they will also be available for annotation.
