Question:

When placing a Plan Note and displaying the Offset value from the active geometry, where is the precision controlled for the offset output?

Answer:

The offset precision is controlled by the Linear Precision.  If you go to File > Project Options > Precision, the precision value is displayed but unable to be set because it is controlled by the Design File Settings.  Therefore, in order to change the precision go to Settings > Design File > Working Units and adjust the Linear Units > Accuracy.
