If the Import coordinate records is set to Always,  all points with coordinates will be included in the survey but will not be listed as control points.

You could always select them in the survey details and convert them to control points.

If the import coordinate records is set to As Control by Field code AND You set the Controll Point Feature Name, ie HCTRL (see capture below), all points with the Feature HCTRL will be listed as control points.

Note: when you add the control point feature make sure you hit Tab to accept the name in the field and click accept. (see capture below)

The Feature Exclusions are for linking codes only.  You set the option to link linear features by consecutive field codes but want to exclude certain features.

For example, the surveyor coded points with BLDG. Every point with that code will be connected with a linear feature but you want to exclude power poles PP, so, you would set PP as a feature exclusion.

The rule is that if the point is in the raw file, it will be processed.
