Question:

Under Subsurface Utilities>Tools >General Tools > Utility Conflicts, I have selected features in the "Check These Features" and "Against These Features" boxes, why is the "Allow Soft Conflict" option disabled? See screen capture below for illustration.

Answer:

Select a feature in the "Check These Features" dialog box. This will enable the "Allow Soft Conflict" option to be selected and used.
