Default Access settings allow organization administrators to configure access to entitlements across all products for a particular entitlement country. That default setting can then be overridden at the product level or by creating exceptions for a group or user.
Please note, that changing this setting to Access Denied will deny access to all products for every user in that entitlement country unless there are specific overrides in place to allow access for targeted products or users. To limit any user downtime, it is recommended that those overrides be in place before the Default Access setting is switched to Access Denied. A warning in Applications and Services will be displayed if all product use has been denied without any overrides.
Changing the Default Access setting will not affect any overrides on the product, group or user level that are already in place.
To manage default access, navigate to Applications and Services.
The Default Access icon in the top right indicates what the default access setting is for all Bentley applications in the selected country.

Clicking on the icon will open a new page that displays the access. Click on the Change Access button to change it. Be very sure when you do this. In a single click you can block all of your users from accessing Bentley applications.
