Question:

How to create a turnout library for specific project as the options available to create new turnout library is disabled ?

Answer:

First save turnout XML file in a folder where you have read/write access then you would have to open Turnout Library dialog box, go to File > Open your Turnout XML file

By default it is readonly in: C:\ProgramData\Bentley\Civil\InRoads\8.11.9\en\metric <turnoutlibrary>.xml
