As Administrator, you are the central contact for your organization's users, for User Management, and Entitlement Management (licensing), and Subscription Analytics.
Consider having a co-administrator to be able to action things in your absence. This can be done in User Management by assigning a co-administrator role to an existing user. For details, see: Managing Roles
Bentley's licensing philosophy, Trust Licensing, is centered on ensuring that users are never deprived of access to their mission critical software when it is needed. This approach means that licensing never gets in the way of users getting productive work done. This licensing philosophy was built upon the feedback from Bentley's accounts who indicated their number one priority was ensuring that software access was never a barrier to meeting their deadlines.
Trust licensing remains the core philosophy implemented by CONNECT Licensing, but provides many addition capabilities that will allow organization administrators to better manage their license usage. Many of the capabilities included in CONNECT Licensing are based on direct feedback from our users. Some of these capabilities include:
CONNECT Licensing will provide a near-real-term licensing experience that will provide enhanced administrative management tools while not sacrificing the flexibility and reliability of the Bentley Trust Licensing philosophy.
CONNECT Licensing integrates a new CONNECT License Client with Bentley's Identity Management System (IMS). This means that license keys will no longer be used to activate Bentley software and they will be replaced by a user's log-in (IMS) credentials. If a user leaves the company, they can be removed from your account and will no longer have access to your licenses.
Using log-in credentials to license your Bentley software also provides the ability to deliver near-real-time reporting of usage including insight into who is currently using licenses. Alerts can be displayed at the time a license is used to notify end users when they may exceed your pool of perpetual licenses and notifications can be sent to account administrators if a user is about to use a Term License.
To realize the benefits of CONNECT Licensing an internet connection is required. Offline usage of Bentley software is still supported in the CONNECT License Client, however, if offline usage occurs users will not be able to take advantage of CONNECT Licensing license management capabilities. Having a near-real-time connection is a prerequisite to providing users with tools to manage usage.

Bentley, like most software vendors, is moving towards a user based, cloud based, subscription based licensing. User Management is pivotal to ensuring that users have access to the correct licenses. User Management includes -
You should strive to keep your information under User Management current - This include proactively adding new users as people join your organization, and removing users as they leave your organization.
Users can only be associated to a single account and they use their login to access the licensing associated to their account.

Entitlements is just another way of saying licenses. As a site administrator, you control who has access to entitlements through the entitlement management portal. Capabilities include setting up license alerting, enabling or disabling access to specific licenses
Currently Bentley only supports two license models -
Subscription Entitlement Service licensing is Bentley's current license model. Subscription entitlement service-based licensing functions by logging into a desktop client, CONNECTION Client. the Bentley licensing tool then proceeds to fetch a policy from Bentley so that it knows what applications the end user is entitled to run.
Since Subscription Entitlement Service licensing is a real-time based licensing model, it is possible to restrict usage by individual user or entitlement group (which is a group of users defined under User Management).
It is also possible to set up license alerts to alert users when they are about to exceed an administrator defined usage .threshold
SELECTserver-based licensing is the older of the two licensing models, no new products have been released that utilize SELECTserver based licensing for several years. SELECTserver-based licensing has been depreciated, and monetized.
Select server-based licensing is not a real time licensing model; The actual application doesn't ping a server in real time for permission to run, rather usage has recorded locally and is transmitted previously accrued usage is transmitted on the following day. Because of this, it is not possible to restrict usage of SELECTserver based applications (and basically anyone having the server name and site activation key has access to an accounts license.
For select server-based licensing, the main interface is the license management tool, into which the server name and site activation key are interred proxy settings can be answered

Subscription Analytics allows you to monitor the versions of the applications your users use, and the frequency those users access your account's licenses.
Earned Value Discount
Bentley’s Earned Value Discount (EVD) offers you the opportunity to save with three discounts components: volume, version, and the Enterprise License Subscription (ELS). The Earned Value Discount report allows you to check your EVD status and see how to maximize your discount.
Usage Details
Displays the machine, Windows user, and IMS user together down to the 10-minute interval in which an application was used. All usage for the last 90 days is included. The times are in UTC.
Visa Consumption
Counts the quantity of Passports and Visas consumed per quarter. Only production usage beginning May 1st 2019 is included.
CONNECTION Client inventory
Inventories your machines based upon their CONNECTION Client usage. Only production usage for the past sixty days is included.
E365 Usage
Shows your application usage and spend specific to the E365 billing program. This report defaults to the current quarter. All usage beginning with 2019 Q4 is included.
Alert history
Shows a history of all in-product SES licensing alerts in the ensuing user action is configured in entitlement management
Activation Key Audit
View which activation key each machine is using to activate Bentley product.
SELECTserver usage fee
This report shows how much accounts will be charged per quarter for not using current software.
Cloud Service Usage
How long each cloud service was in used by day.
Realtime Usage
The quantity of Connected users currently using Connect Edition applications.
Activation Key Mappings
Allows you to map your SELECTserver Custom Activation Groups to new Allocation or Entitlement Groups.
Data Export
Export the raw data underlying most of the Subscription Analytics reports for ad hoc analysis. You may export as far back two years (maximum 3 month chunks) and all usage is included.
Entitlement Exceptions
The application entitlement exceptions as configured in Entitlement Management for countries, entitlement groups, and users. Only applications with at least one user or group exception will be listed here.
