In the 2021R2 release of Open Roads/Site/Rail Designer, by default we blocked the automatic loading of the drainage and utility databases across reference files. One of the reasons this change was made is to improve processing time. This video gives a brief overview of why the change was made. If existing projects need to use this variable, it can be enabled by setting the variable to: CIVIL_SUBSURFACE_LOAD_REFERENCES = 1
