Here are the steps to stack text over an arrow in a panel:

1. Pick the Arrange tool and create three different arrangements: Stack, Row and Tabular (Columns = 1, Rows = 1). Press OK to create each arrangement as shown below.

    

2. From the Preferences menu, pick Drawing. Check the “Outline mode (black and white)” box and press OK. Using outline mode will make it easier to see the arrangements on the black panel.

3. Left click on the stacked arrangement to get the hand and drag it into the panel.

4. Left click on the arrow and drag it into the panel.

5. Right click on the tabular arrangement (box without the blue lines) and pick Edit Data. In the Tabular Arrangement dialog box, pick the Minimum Space tab and set all the values = 0.5 and press OK. This will reduce the size of the tabular arrangement box.

6. Drag “ONE WAY ONLY” into the row and then drag the tabular arrangement box into the row to the right of the text as shown below.

7. Left click on the edge of the row and drag it over the panel. Let go of the mouse button when you see the blinking rectangle around the arrow.

8. Right click on the “ONE WAY ONLY” text and pick Object Spacing from the floating menu. Set the Top, Left and Bottom spacing=0 and the Right=8.5. Press OK.

9. From the Preferences menu, pick Drawing. Uncheck the “Outline mode (black and white)” box and press OK. Pick the Select tool to turn off the arrangement lines.  Your sign should look like the one shown below that has the dimension information for “ONE WAY ONLY”. Save your file (File>Save or File>Save As).
