Question:

When launching OpenRoads Designer using a managed workspace, user gets the error "Last Error [222] Cannot start application for the specified document.  Check your program association.  Failed to generate managed workspace configuration file.  can't open macro file [some config file path.cfg],[C:\Program Files\Bentley\OpenRoads Designer CE 10.12\OpenRoadsDesigner\config\msconfig.cfg, line 124"

Solution:

One possible solution to this problem is to check permissions to the CFG file that the msconfig file is attempting to load on the line specified in the error message.  For users that include several CFG files in their Managed Workspace, it is necessary that all users have read/file read permissions to the CFG files used.
