Question:

When using the Tangent Rotation option and the Location method set to Select Elements within the civil labeler it fails. Once the view is rotated the text stays tangent to the previous view rotation and not the selected element. Why?

Answer:

If Enable View Dependent is toggled on, the text label will stay perpendicular to the rotated view as was demonstrated in the video above. To keep the text label perpendicular to the element, ensure Enable View Dependent is toggled off when the label is placed.
