Problem:
Clearing user preferences usually fixes my issue, but this time I am still experiencing it.


Solution:
It is possible that your preference seed has somehow become corrupt, so a good test is to replace it with someone else's that is working. After doing so, delete user preferences and try again. In the delivered workspaces, preference seeds are stored in the Organization-Civil folder, and they have the .spf extension. A sample folder path is included below:

C:\ProgramData\Bentley\OpenRoads Designer 2023.00\Configuration\Organization-Civil\Preference Seeds\preferences.spf
