Is there a Key-In that can be used to attach a raster image and set Inherit GeoCS to “Not Inherited”?
There is no key-in for MicroStation that can be used to attach a raster image and set "Inherit GeoCS from Model" to Not Inherited and there is no key-in that can be used to set "Inherit GeoCS from Model" to Not Inherited once the raster image has been attached.
One option would be to open a dgn file and then do Workspace > Preferences > Raster Manager > Default Attributes > Set Default Attributes > Geometry and set "Inherit GeoCS from Model" to Not Inherited.
This will set the default when you attach a raster image to be Not Inherited in the userspace that you are currently using.
If you use multiple userspaces then it would have to be set in each one of the userspaces that you use.
For example if you have MicroStation and you have Descartes or you have different custom userspaces then you would have to open each userspace and set the Default Attribute setting.
The userspace will keep the setting as long as you do not delete the user preference file (*.upf) file.
Other options would be to double click on the raster image name in Raster Manager which will bring up an Element Information box and you can change Geometry > "Inherit GeoCS from Model" to Not Inherited.
Another option is the user can enter "Dialog Raster Edit" in the key-in window and it will bring up the Element Information box and they can change Geometry > "Inherit GeoCS from Model" to Not Inherited.
