Problem:

I have created a cell and placed tags within the cell. When the cell is placed in a file and I try to "stretch" it using the Selection Tool, the cell stretches, but the Tags do not, they stay in their original position. Is this a limitation using tags in cells (note: scaling the cell works fine, tags scaled proportionally).

Solution:

When you used the Selection Tool to stretch the cell with tags, the tags within it would not stretch. It works as designed.

The workaround is to select and grouped the cell first, press Ctrl+G (that is Edit>Group). The Tags are still editable after grouping.
