Why is the Relative toggle missing from the Place Active Cell tool in MicroStation CONNECT Edition?

This capability for cell placement is an old concept and is in relation to using level numbers in your DGN files rather than level names. Level numbers are something that was replaced as a concept when the V8 series and DGN file format was initially released. The previous V7 DGN format was rejigged so it did not need to rely on a limited amount of levels or naming of those levels. So it was decided to remove the "Relative" option, in the CONNECT Edition, from the Place Active Cell tool to limit the availability but not to stop this capability from being performed as it is still required if V7 DGN file format is in use.
To be able to use this option from MicroStation CONNECT Edition you will have to use the key-in that will still be available in future versions.
