Why do Levels from dgnlib come back after deleting?

Problem

After opening a DGN file I noticed a number of unnecessary levels so I removed them. But after I create a new drawing, they came back. This happens only when opening any DGN file in OpenBuildings Designer. I have tried the same thing in MicroStation and there the deleted levels don't come back. Why does OpenBuildings Designer behave different from MicroStation?

Solution

This behavior in OpenBuildings Designer is necessary for Drawing Production to provide expected results. A background process scans all actively loaded Parts for their Section level, F&R level and Centerline level and adds them to the DGN file. This process also runs when launching OpenBuildings Designer.
