Disable auto-highlighting when passing cursor over elements
In MicroStation pre-V8i, filled shapes "strobe" as you move your cursor over them. This is partly the result of having AccuSnap's Identify Elements Automatically enabled. which can be turned off via the AccuSnap Settings dialog. Better yet, use a keyin on a function key or custom button. The available keyins are: accusnap autolocate on accusnap autolocate off accusnap autolocate toggle

In MicroStation V8i, turn on Auto-Locate Thin Edges in Overlay in the preference.  When set, only the elements edges will highlight rather than the fill.
