Background
The owner of a ProjectWise Server can configure the server to supply licensing to the clients (the account pays for the sub-contractor’s Passport entitlement) or require external users to "Bring your own" license.
The ProjectWise Client Licensing User Setting on ProjectWise Server
The user setting is called "Client Licensing" in the properties \ settings for each ProjectWise account (every user account is individually configurable) that determines how that user is required to obtain a license.
This setting has two options:

This setting lets the administrator specify how license usage is activated and recorded for each user, once logged in to a datasource in ProjectWise Explorer or ProjectWise Administrator. The specified user may use their own licensing for one datasource and datasource owner licensing for another.
Issue
If an internal user is configured to "Activate and record usage through connected Integration Server", ProjectWise Explorer will ignore any license restrictions set up in Entitlement Management for the user. Usually this is not an issue Unless -
Resolution
The ProjectWise Administrator must switch the configuration from "Activate and record usage through connected Integration Server" to "Activate and record usage through client's configured SELECTserver", this will force ProjectWise Explorer to honor any Entitlement Management restrictions set for the user.
