Answer

It means the axial load in the pile becomes greater than the pile tensile capacity. It shows that the interaction between the pile and the soil reaches its limit. 

To check for any pile pull-out, the user can generate a pile capacity report from Precede and then use the pile capacities reported by PSI to calculate pile capacity unitization ratios manually. 

Standard Collapse doesn't report pile capacities in the listing file, but you can get them by opening the restart file (clprst.) in Precede and creating a pile capacity report:
