Problem:

For underwater piping, does AutoPIPE consider external pressure in the HOOP stress calculation? 

Solution:

AutoPIPE does not consider the external pressure for calculating hoop stress of the system. If you want to consider the external pressure effects on Hoop stress calculations, you may take the net pressure (internal – external pressure) value as the internal pressure value for Hoop stress calculation.

Although the Local Incidental Pressure utility is designed to calculate the internal pressure in pipe due to fluid head on top, however, I think it may be possible to populate a pressure load case with net pressure using that utility.
