Solution:

This error is most likely caused by a virus scanning software that has changed the path of registry key used by Windows Installer.  To fix the problem, follow these steps:

  1. Open the Registry by going to the Start menu and typing regedit in the search box
  2. Expand HKEY_CLASSES_ROOT to find the folder path for 32-bit:
    [HKEY_CLASSES_ROOT\Wow6432Node\CLSID\{B54F3741-5B07-11cf-A4B0-00AA004A55E8}\InprocServer32]
  3. Give full control in the permissions to the InprocServer32 folder
  1. To do this: Right click on the folder InprocServer and select Permissions
  2. In the top field select Administrators or Users
  3. Tick 'Allow' for the 'Full Control' option and click OK

(If a virus scanning software has modified this key, you may see paths such as "C:\Program Files (x86)\Common
Files\McAfee\SystemCore\ScriptSn.20120222222556.dll" instead of the Windows default path of "C:\Windows\SysWow64\VBScript.dll".)
