Insert Vertex into Horizontal Geometry: "Locked Rule Deactive" Message

Problem:

When attempting to insert a vertex into SS3 horizontal geometry, I receive the message "Locked Rule Deactive".

Solution:

Unlock the geometry by right-clicking on the linear element in Project Explorer>Civil Model and selecting Rules>Unlock - Activate Rule.
